Are there any risks or is it OK to use insulation with a cathedral ceiling, the fish bone layer with no air?

The ceiling Cathedral is part of a cottage in upstate New York cabin. The cabin ventilation is not Sofit, therefore, is limited outside air. I received two notices to date, we recommend adding a layer of air beams before adding insulation to prevent the deterioration of wood as the base of the roof. The opinion of others is it would be great and not worry. Once the insulation project is completed, a layer of plywood is added to accounts at the top of the insulation Full visual cathedral ceiling.

I would add joists and soffit vents. My understanding is that rots or not and in the State of New York have, where there is snow and rain, thereis plenty of moisture to rot the wood. Also, why run the risk of a reversal of its low given the money spent to make beautiful cathedral ceilings and fix it rots.
